You get a level 5 Jirachi with the Special Bonus Disk you get when you pre-registered for the Pokemon Colosseum.

I have one for my Ruby and Sapphire and several of my friends now have them too....

Yes, Psyducky is completely and utterly true. That is how you obtain a Jirachi. The bonus disk. I also have one, if you pre-ordered a Pokemon Colleseum game for the GC you received one. Some stores were also giving them away when you bought the game, but only at first, I'm not sure if you can get the disk from anywhere other than Ebay or another shopping site now.

I know I did that to. I got mine from the Pokemon center New York.

Yes you can get jirachi at lv.5 WITHOUT using cheats or the coloseum disk.
