If I get the effort ribbon and my evs are all done can I use rare candies to get my pokemon from there current level to level 100 or will they be weaker?

You can use rare candies, because they won't be getting EXP points anyways.

If eVs are max, no.

What does the effort ribbon do? But anyways, if you maxed out your EV's, then rare candies are fine to use, since you wouldn't gain anymore EV's by training anyways.

It is a ribbon that tells you if you max out your EVs.

The Ribbon does nothing just when you get all your Ev's a women in Sunnyshore gives you it.

Rare Candies never make your Pokémon weaker unless you level the Pokémon all the way to level 100 with Rare Candies before you get all your EVs. Other than that waste-of-good-Rare-Candies, there is no scenario where using Rare Candies to level up your Pokémon will negatively affect their stats.
