Okay. where can i find one and how rare is it holding one?

If you fish between Slateport and Pacifilodge town in the rapids, you should find a Horsea. I think you use Super Rod to catch Horsea, but its not really rare for a Horsea to be holding a Dragon Scale. Its uncommon, but you should find one.

They also can be found on a wild bagon and he can be found in metoer falls inmost section, I got my dragon scale there I caught about 4 bagons to get it.

it's either on wild bagon or horsea, there's a 5% chance it will be holding one so you have to catch 20 to have a 100% chance, same thing happened to me

Actually, according to statistics, as long as it's random, the chance of something happening is always the same, regardless of the number of times you try.

To clarify that confusing statement above:

--> catching 20 Bagons doesn't guarantee you to get at least one Dragon Scale.
--> every time you encounter a Bagon, there is only 5% that it holds a Dragon Scale; that chance doesn't increase every time you catch an additional Bagon.
--> getting that Bagon with a Dragon Scale on your fourth try means you're EXTREMELY LUCKY.

if I remember right get a pokemon with the compound eyes effect to make pokemon have more chances of having an item. You have to have that pokemon as the leader though.

No, Dragon Fang does by 10%.

Dragon Scale's only purpose is its being a requirement for evolving Seadra to Kingdra.

actually i have an alakazam that knows trick and i used it on a horsea and got a dragon scale on my first try.
