When you log on the computer (that blue screen), IF there are multiple accounts...

Let's just say only 1 is the administrator's account. THE ACCOUNT CLOSEST TO THE TOP! You can only download those kind of things on the administrator's account.

The administrator is clearly the account of the computer's owner.
