Which cards are legal for leagues/tournaments?

Which booster pack cards are legal for league and tournament play? or which one is the oldest legal pack and I'll work it out from there? I'm thinking about starting a league and need to know. can anyone let me know please?

Alright the current Modified Format contains these Sets:

EX: Ruby & Sapphire
EX: SandStorm
EX: Dragon
EX: Team Magma vs. Team Aqua
EX: Hidden Legends
EX: FireRed & LeafGreen
EX: Team Rocket Returns
And any future sets Released

Promos Allowed:
Promotional (Nintendo)
OP Series 1

There ya go, probably won't be till after this years Worlds before they do another Format Change. So you still have plenty of time to get some of these cards for the Modified Format. :)
