Shoal Cave

I'm having some trouble with Shoal Cave. Firstly, when is low tide? Whenever I go there I enter the actual cave and there's nowhere else to go. I'm supposing that this is because I'm going at high tide but I've played through all day once and it's always the same.
Also, I can never find any Shoal Salt, but I'm also supposing that this is because I'm going at high tide.

Can somebody please help me? I've done as much as I can on my game so far and this is really hindering progress.

I believe every 6 hours, the tide changes. (correct me if I'm wrong, okay?)

I think it is every 6 hours too. Shoal salt is found during the low tide, as well as a tm hail and a focus band.
