I've looked forever, talked to every citizen in Dewford, and still cannot find the TM Sludge Bomb. Any help?

It was in the building with the two people talking about the trends. The guys walking around. I don't know why you can't get ahold of it. Try comeing back a little later in the game.

Ok You when you make a trendy saying and everyone is like i have for example : Mudkip shoes bla bla. They will keep on talking about it every person. When you have 5 badges return tehre and someone NEW will be there. That person Will give you the TM.
