First of all, wrong forum.
Try the R/S/E one.
Second, that's a lie.
You can't really go to the moon in Pokemon Emerald.
Countless times it's been attempted and it didn't work.

Yes, it is. I did it myself.
But not just any 202 Pokemon, you have to complete the Hoenn Dex, not including Deoxys and Jirachi.

If you really do have all of it completed (even the ones from Kanto, like Golbat, Zubat, etc.), then I guess just go to Birch's lab and he'll let you choose from one of the 3 Johto starters.
