The National Dex shows every pokemon you have ever battled/captured. To obtain the National Dex, you must see the first 150 sinnoh pokemon, and defeat the Elite Four.
It shouldn't be too hard, because you should battle every character in the game. This will help fill out your dex, while gaining levels and making some money as well.
By the time you battle the Elite Four, you should have at least about 130-140 pokemon in your Pokedex already. Battling the Elite Four should fill up the rest.
If there is still a couple missing, you could trade with someone who has them. Now you will be able to get your National Dex.
After filling up your Pokedex, go to Sandgem town to meet professor Rowan in his lab. Talk to him and then Professor Oak will run in, congratulate you then give you the National Dex.
Once you obtain this, you will be able to unlock some places such as Pal Park, Full Moon Island, and New Moon Island.
You can always continue filling your new dex!
