He's talking about Richie, but he's not Ash's student. I'm not sure exactly what eps he's in, but he was at least in the one where Ash tries to get into the Pokemon league. Y'know, where Pikachu beet Butterfree (called Happy) Pika got roasted by Charmander, Charizard went to sleep, Richie won etc.
