My guess it is that I doubt Giovanni truly wants the Pikachu as often times he has done things to run Jessie, James and Meowth. It is one of those things that if it happens, great, although I would not be surprised if he turned Pikachu away just like he did Togepi.

I've watched almost every episode of pokemon. My memory is a bit rusty but i do not remember giovanni ever saying he wanted pikachu. He just wants rare and powerful pokemon. Jesse, James, and meowth i believe have big egos and think anything that can defeat them must be powerful to do so and thus, along with a thirst for revenge and spite, has caused them to want pikachu for giovanni. We see the it appears that pikachu NEVER gains a level really considering it has been beaten before in later series besides the first by things that should not have been able to beat it. It seems like he resets it every region.

Apparantly, they can't catch their own Pokemon. The pokes that they have have been given to them.

No, but then when James got his cacnea, he befriended it on his own.

Obviously, Giovanni wouldn't want a pathetic Pikachu at first. Heck, why not a Raichu? But when he sees it attempt to escape him, he's most likely to see its electric power and keep it, if not restrain it to an electric proof cage. If you wonder why he would keep it in a cage, it's because it will be too dangerous and he'll only let it out when he needs it to fight. at those times, he's probably wearing some sort of electric proof suit or something to protect him from pikachu's power. maybe he would leash it or give it one of those rage things butch and cassidy have.

giovanni wants pikachu because ash's pikachu is somewhat stronger than all other pikachu of its kind cuz he can win even when he's the underdog
