Well... I think you should go for max HP. At least the sub won't break as easily. Sub over Stone edge definitely. Also maybe speed could go to the 26+.

Yes, before you say it, you need Choice Scarf + Jolly to outrun flying types.

It has Toxic Orb because of Poison Heal, and heck with outrunning flying types... his looks more defensive.

The first set that you made is the best one minus Substitute. Though if you want to make a successful Breloom you need a BP for speed in order to do some SERIOUS damage with it

Stone Edge over Substitute. Spore is best considering that when your foe is sleeping, you don't have to bother cutting down 1/4 of your HP, or worry about your Sub breaking. Like CK 94 said, your Breloom looks defensive so you should at least be able to squeeze in a Spore and while your opponent is snoozing, get your attacks in, although Focus Punch could be a bit unpredictable, since your opponent could wake up, so Brick Break could be more useful, since you don't have a big problem for the STAB bonus, and on top of that it can take out Reflect or Light Screen.
