If you use Ice Beam and it just so happens to freeze a second poke, you didn't do anything wrong. There is no attack that freezes the target as its main effect. Luck should not be banned.

I lost 5-0 off of hax. His metagross got two attack boostes from using meteor mash twice! His Scizor beat my magneton through a ch and got a silver wind booste.
