It just means that those characters haven't been confirmed yet.

...But don't count on Pichu returning. He was a clone anyways, and you really can't do a Pichu set that strays too far from Pikachu anyways.

However, consider the size of the tables on the page. Do you honestly believe there will only be 20 characters in Brawl, when Melee surpassed that? They're probably only revealing characters that are available the moment you turn the game on.

No need to worry my friend! This means these are the only characters they will be revealing to us before the game comes out. Until then im pretty sure snake will fill that last spot and then those chars are who we will be given at the beginning of the game (excluding a few newcomers)
