Another explanation from me.
Blastoise would win, though it would be a tough battle. The reason is because Blastoise could use attacks like Rapid Spin, Skull Bash and even Hydro Pump to overwhelm Feraligatr with power. Feraligatr could use Crunch/Bite, but Blastoise could counter with another Skull Bash or a Bite attack right back to make Feraligatr flinch
