I believe Pikachu in the Safari Zone hold them.

Without cheating, there's only one way.
Go to the Safari Zone and catch hundreds of Pikachu.
You can't use Thief/Covet, because you don't battle in Safari Zone.
But why do you want the light ball? IIRC, Volt Tackle only exists in Emerald.

I'd say that hundreds is probably exaggerating a bit. :oops:

And a Light Ball also doubles the Special Attack of the Pikachu line; he may be wanting it for that.

not that hard for me to get a light ball it took a few pichacus, plus they dont run away, at least for me.

the only way i know how to is by catching pikachus in the safari zone
