They are all in Lilycove now. There is only one contest hall, but they hold all kinds of contests there. You just qualify for them sequentially. I wish they'd kept them spread out in different cities so you could access them earlier, too.

The contest are taken in the city next to the Mauville city. That one with only 3 houses, market, centre, and a cave. And obviously the contest.

In R/S the contest trail started in Verdanturf, but in Emerald all of the contests are held in Lillycove (clear up on the northeastern shorline, where the huge department store and the art museum is). No contests in Verdanturf anymore...
