I Battled A Pokemon Which Gave U 1 Ev In Speed. I Battled It Like 20 Times And Since U Need 4 Ev's To Gain One Stat Shouldn't My Speed Of Been Raised By 8?

You just said that 4 EV's gave you 1 stat. And you battled it 8 times. Do the math. =P

You have to add the 5 to what it would have gained naturally. Assuming this is a Golbat/ Crobat, then it may have gained 7 points rather than 8, because it has some shaky levels where it gets 2 in Speed, but generally, directly after, it gets 4 instead.

Oh, wait a second...did it even get a level? If it didn't, then there's your problem. When EV training, your Pokemon reflect a small amount of the stat gains as they train, but the actual results show up when they level up. I think this only happens in Emerald, I believe, because I remember Charizard's +43 Special Attack boost in Fire Red, which is something I never saw happen in Emerald.

But, despite the version, not getting a level is your problem. The EVs only show when the level is gained.

THE POKEMON DID LEVEL UP

How much did the Speed go up by, what Pokemon is it, and what level is it at?

You don't gain all the stat points at once, you get them spaced out. So by the time your Pokemon is at level 100 it would have all the extra stat points.

You can, but you need to use the Box Trick.

Can you still EV-train when your Pokemon is at level 100?
Yes you can, but since the Pokemon can no longer level up, the stat will never increase due to EVs gained. How then, can one overcome this problem? The answer lies in the Box Trick. Suppose your Mewtwo gains 4 Speed EVs. To increase its Speed by 1, deposit Mewtwo in the PC, and withdraw it again. Its Speed will now be higher by 1 point. This is because the stats are recalculated each time you withdraw a Pokemon in the PC. However, this is a tedious process. You will have to repeat this procedure for every 4 EVs gained. As such, it is advisable to start EV training early so that you do not have to resort to this means to let your level 100 Pokemon gain stats.

Unless you used Rare Candies to get a Pokemon to level 100, it would generally already have all its EVs though.
