The set with Earthquake without question, Rock slide would take care of Fire, Ice, Bug & Flying types which is not required since Salamance can easily handle all of these types without it, Earthquake surpasses Rock Slide in all aspects (accuracy, attack strength & in this case reliability as well), plus, it'll also give Salamence an edge over Steel & Electric pokemon which although are not that strong against it, but can cause trouble, so I'd suggest that you use the Earthquake set.

In R/S/E, you really don't have to be as careful with Earthquake, and it's generally more powerful, and covers so many types with such power...it's ridiculous. Besides, it perfectly caters to Salamence's immense Attack power.

Rock Slide, however, is less powerful, less accurate, and is only super effective against two types, most obviously. Besides, competitively, you don't see that many Flying and Ice types you can't take care of by other means.
