How do you get these pokemon?

Mew-Only in emerald, it's located in faraway island, you need a special ticket.
Lati@s-In ruby, you get latios after the e4. In sapphire, you get latias after defeating the e4. In emerald, you have to defeat the e4 and pick a color. Like suicune, entei and raikou, lati@s flee.
Jirachi-Colosseum bonus disc only (pre-order).
Deoxys-Your chance to get the ticket has passed, so, gameshark only.

If you buy the PAL version of Pokemon Channel, you can download Jirachi to your R/B/S/Fr/LG/E cartridge after completing the game. WARNING - rubbish game, but worth it for Jirachi :happy:

Don't worry. Deoxys, jirachi, celebi and mew aren't necessary for the pokedex.

And besides you can get ho-oh through colosseum.

It's not all that great for those of us in the states...This weekend there was the promotion in NYC. Gosh. Only 1000 miles from my house :rolleyes: .

Not many of us are going to make that event. And when they do country-wide promotions, lots of are still at least that far from any of the tour stops. Total frustration. I do get to them if they stop in a couple places, but I sure don't see them all.

The worst I heard of was the guy who was grounded and missed one in his own city!

So unless you're nominally adult, or can really blackmail your parents, there's a good chance you're gonna miss them here, too.

There is nowhere at all near me that I could get them, but then again, half the time, raising UUs are more fun. I don't like legendaries. They're a pain in the butt to get and not worth it when you do.

In most cases I agree with you 100%. I did use suicune for a short time, and I use all of the dogs on colosseum (mostly because I wanted to just get DONE with it!).

You can't they belong to team rocket so they're not considered wild pokemon.
