Gyro Balls' power is calculated based on the user's speed. The slower the user, the more powerful gyro ball becomes.

Serebii has info on it. I think it said its base power is 20 x n
(n=quotient of opponent's speed & the user's speed).

The gyro Ball equation:
Base Power = 25 * (TargetSpeed / UserSpeed)
Its not about hwo fast they are, its about the difference between the two speeds. The bigger the gap in their favour, the stronger the move will be.

It also takes into consideration any drop in speed including attacks like curse that cut speed and held item like the iron ball or macho brace.

It caps at 150 base damage

As a final extension, trick room does not affect its strength since TR reverses the order and not the speed.
