ok where do I find dive? How do I get to mossdeep city if the wailmer bragade is still up?

First...You have to go to defeat Team Aqua at Mt. Pyre then chace them to Jagged Pass where their hideout is and battle them. Then go to Slateport and then to Team Aqua's Hideout in Lilycove. Beat them at the hideout and then you can get to Mossdeep.

At mossdeep you have to defeat the gym leaders and then Team Magma at the Space Center. Return to Steven's house after that to get Dive.

I've never heard of the Old Sea Map because I'm playing Emerald with out a guide XD.
