How do I check the IVs of my Pokemon in Emerald? And also, how are they passed on during breeding?

You Cant check them you have to keep track of them on your own

In battle frontier, above the pokecenter is a house where an old man is. He'd inspect your pokemon, and tell you

a) The overall IVs your pokemon has (4/5 tiers, I think)

and

b) The tier of your pokemon's BEST IV, and where it is (again, 4-5 tiers)
