Meowth doesn't belong to anybody. He's basically a wild Pokémon.

Well I've really stopped considering Meowth as a Pokemon, but I think it's wild cause remember that episode about it's past? It lived in the city with Persians and he like loved one. I think they shunned him and that's when Team Rocket picked it up.

Well, Meowth left the city with that Persian and wanted to become big. That's why he went to go join Team Rocket if I remember. That and I believe his first human words were Rocket. Eventually he was paired up with Jesse and James because they couldn't seem to get along and he sort of completed them as it were.

So, he really is just a while Pokemon with no owner.

You can found that out in the first episodes. Meowth was a wild pokemon and he got beatings from Persians( that is the reason why It hated them). Then he got a crush on a LadyMeowth, but the girl left him high and dry saying that he is not parallel to her status. this is how he got to learn the human-lingo and then later he joined team rocket?

I think he might legally belong to Giovanni? Because of the long hatred between him and Persian, a few flashes of when Meowth himself used to take pride position on the bosses' lap? Before that, he obviously was a street pokemon, fighting to win the affections of Meowsie, a rich lady's Meowth. He learnt how to talk after she refused to acknowledge him, and then came back to her, but she called him a freak. Later, Meowsie was abandoned because the Rich Lady went bankrupt and she couldn't take care of her precious pokemon anymore.

Meowsie joined up with a Persian Gang and net Meowth again, but had fallen for the persian! Then meowth met Jessie and James, which REALLY goes out of sequence. Let me tell you why:

In Pokemon Chronicles, Training Days I think it's called, it showed Jessie James and Meowth in their Team Rocket Academy training days, showing that they weren't fully fledged members yet. I think Meowth met Giovanni then? So, the events are a little tumbled.

I think Meowth belongs to Giovanni? Not sure, but I don't think he has a pokeball? Or maybe Giovanni forgot about it?

Either way, we can theorise that Meowth has one of three Origins:

He was Giovanni's pokemon, then fell out of favour with the Boss.

He was a street pokemon, as that one episode suggests

Or he was a wandering Meowth, who met up with Jessie and James in the Team Rocket Academy, as the Pokemon Chronicles episode states.

Theories 1 and 3 kinda match up.
