Shiny... Mabey ranch?

So I saw the Phione that Haley was offering, and it glittered. I want to know is this normal, or is it shiny? Of course I will find out later when I trade her a Leafon, but I wanted to know beforehand. :/

It's not shiny. So far as I know, the Pokemon Haley offers you cannot be shiny.

It's just sparkly because it's an event Pokemon.

If I recall the Mew she gives you sparkles too.
