Mirage Tower

I've been wondering, exactly under what conditions does it appear and disappear? I've already gotten the fossils, I was just too curious about the whole thing. I seem to have this odd obsession with the Mirage Tower.

I think it only appears untill you get the fossil, then crumbles.

I know that it never appears again after obtaining the fossil, but it seems to appear and disappear before you get the fossil, and I want to know what triggers these appearances and disappearances.

False. The first time I went north of Mauville, before I even reached the Fiery Path, I looked into the desert and saw the very bottom of the Mirage Tower. In fact, once I talked to the guy in Fallarbor, the tower was gone!
