clearance sales?

i found an awesome secret base but it has a hole so i need a plank for it and i heard you can get them at the clearance sales, well all the time i go to the store it never ever has the sales where i can get them on the top floor. is there some way i have to trigger this event or whats up?

Go check the TV's in random people's houses, and when it flashes, go check it out. It may say the sale is on in....2 days or whatever. I've had the sale about 3 times :surp:
