Traded a Togepi from Sapphire to Emerald (It was 'created' from AR and I trade my AR's to Emerald) and it never learned Ancientpower. DOes it mean Togetic can only learn Ancientpower from Fire Red/Leaf Green?

I'm having trouble trading an Eon ticket over, I use the REcord Corner and should've gotten the ticket, it worked for Ruby/Sapphire, but I get nothing on Emerald on the Eon ticket. I'm trading from Sapphire to Emerald for the Eon ticket.

If my Togetic has Ancient Power and I breed it with a female Togetic, will my Togepi be born with Ancient Power?

Well according to the sites pokedex it can't learn ancient power.
