In the game, I vote for her too... In Fire Red, she's the only gym leader I had a hard time with, because of the "magnitude" of Water Pulse in the beginning of the game...

hard 2 say, but id go with misty, coz her pokemon are real tough for that part of the game, and she gives you tm-bubblebeam. plus she is dead sexy!
