Help in Sapphire? Stones~

Is there a place where you can buy stones in the Sapphire game? I just recently picked up the game again (Only reason I stopped was because I beat it once), but now I want a Raichu. Any help? *Bows*

I believe you need to find Shards (Yellow for thunder) and give them to the shard hunter, in a house between Lilycove and Mossdeep. There's a yellow shard somewhere in the water routes, and as far as I know, there IS a thunderstone to be found somewhere, but no purchasable spots. Now where the hell did I find that thunderstone...
