How do I increase the beauty of a pokemon?

Feebas needs 170 beauty to evolve.

First how do I know how high it is, second how does one increase it?

First thing you need to do is get berrys that increase the beauty stat. Next you need to make them into pokeblocks (by going to a contest and going to the berry blender machine (is it blender? lol, anyway, it has an old man standing in front), then feed them to you're feebas.

The best berries to feed feebas are the ones from the berry master's house.When you talk to the berry master's wife, tell her challenge contest. She will give you a pamtre berry. DO NOT blend this until you have al least two of this berry. AlWAYS keep at least one of this berry. It will raise feebas' beauty by 50, or somthing like that.

Now, how do I get a feebass? My pokedex says route 119 but any such fishing attempts have proved futile. I have tried on and off land and with all 3 rods. All I get are Magikarp, Carvanha, and Tentacools....

And what rod should I use??

Of ALL the water squares on that route, only 6 of them will have Feebas. You'd want to use an OLD rod (Feebas is roughly Lv 20 when you hook it up with that rod), and systematically fish each square 3-5 times to see if you have a Feebas square. If you do, goody, remember where it is. If not, move on.
