Hi. I've gotten a few requests, asking me to make a tutorial for this, its not THAT hard, so I decided to do it. Enjoy. (For this tut, I assume you know how to navigate around the image program that you are using.)
1. Make a new document, mine is 300x150.
2. I used: http://planetrenders.net/renders/albums/userpics/10116/neverwinternightsdragon5ze.png <----That, as my render. Drag it onto the canvas, no resizing.

3. Duplicate the layer( ctrl +j) and go to Filter -> Distort -> Wave. Randomize the settings once(I did it twice) your results should look similar to this:

Erase parts you dislike.
4. Make a new layer, and go to Image -> Apply Image. Now, go to Filter -> Distort -> Ripple, edit the settings to make it Medium, on 480%. You should get something like this:

5. Duplicate the layer and go to Filter -> Blur -> Guassian Blur, radius of 5, set to lighten. You should get something like this:

6. New layer, make a selection, and fill it with black. Go to Filter -> Render -> Lens Flare. Make one at 100% brightness, and on 105mm. I got a small dot like this:

7. Make another layer, and fill it with black. Make another Lens Flare, get creative, just make it very bright, and set to lighten, and move it to the left a bit.

8. Now add in your render, using whatever method you use to get it on the tag, make sure that it is resized. Erase parts that block the light source, or take away from the focal(point of emphasis in a tag.).

9. Duplicate the render and use the blur tool on the wing area so that it blends it when the light.

See how it blends it with the light?
10. Duplicate the original render layer(one that was resized) and bring to the top, set on 80% Opacity.
11. Now, I added a Photofilter. For the first, make a Warming one, make sure the density is at 100%. Set it to Soft Light, at 85% Opacity.

12. Now, at a black and white gradient map, I set it to Multiply, 100% Opacity. I erased around the teeth area of the render with the eraser at about 50% opacity.

13. New layer, Image -> Apply Image. Filter -> Blur -> Guassian Blur, with a radius of 3. Set the layer to Lighten.

Now we're getting this molten look.
14. Layer -> New Adjustment Layer -> Gradient Map. Do a black and white one. Set to Soft Light at 50% Opacity.

15. New Layer. Image -> Apply Image. Filter -> Sharpen -> Sharpen. Set to around 60% Opacity. (No Image needed for this one~)
16. *OPTIONAL* Add about two gradient maps to add your own flavor to the tag.
17. Add a border and text, and now you're done!
