No, an evolved Pokemon learns no moves that it would have learned at an earlier level. If you evolved Eevee at level 20 Espeon would not learn Confusion... and if you evolved it at level 99 you'd have one crappy Espeon.
However, the Move Tutor could help you with this problem.
