In the URPG, All Pokemon are known to be at Level 100. The moves they learn/useable moves are listed here.
In your case, here(just scroll down to find Aron). To evolve your Pokemon, they need to participate in battles. Be it wins/loses/draws. Your Aron for example, needs 5 battles to evolve into Lairon. Afterwhich, as a Lairon, it needs a furthur 5 more battles to evolve into Aggron.
You can participate in battles here. Just find an opponent, and you're on your way to battles.
