Re: Ash and Grass.
I think its just that after giving ash all the starters for two regions they decided to split so that the others could get one and Ash could have a team that wasn't made up of 1/2 starters, which would leave him with 2 open slots for new pokemon. In truth I wish he still got them all because I fell as if they are wasted on his sidekick's since they don't see any really strong trainers.
