Near Moppsteap city(The place with Steven's house),you will find a little island with a house on it.He is a shard guy.If you give him one,he'll give you a stone.Red shard=Fire stone.Blue shard=Water stone.Green shard=Leaf stone. To get a Sun stone,go to the space center in Moppsteap city.Talk to this guy.I forgot how to get a Moon stone. In Sapphire, you may find a Moon stone if you catch a Lunetone. There is only one Moon stone in Ruby and there is only one Sun stone in Sapphire. To get more Sun stones in Ruby, catch a Solrock. It is as rare as a Moon stone on a Lunetone. It is very rare to find one.

Some wild pokemon can have shards as well. They are:
Corsola:Red Shard
Relicanth:Green Shard
Chinchou:Yellow Shard
Clamperl:Blue Shard
They are all rare to find on these pokemon.

In mosedeep city, there is a guy walking around and he will give u sun stone.
For moon stone, go to meteor falls and there's a visible item in the 1st floor.

u can get more sun stones on Solrock but it's only available in Ruby.
u can get more moon stones on Lunatone but it's only available in Sapphire.

To get a water stone you go to the abandoned ship, go to the bottom lvl and dive in the water in one of the rooms, then you have to go through an immense system of doors and finding keys, when you walk in a room there are sparkles, and one of those is the key, but others are garbage to get the key go to a tile beside the sparkle face where it was and press A, by the way in one room you have to go through a broken door and look where the sparkles are and then go to a door to the right of it and find the where the sparkles were. after a while you will end up getting many items such as a scanner, water stone and luxury ball! Hope this helps
