If Emerald, then I think (I could be wrong) yes, you can get Rayquaza before the Elite 4, but seeing as you've already beaten them... Also, again if Emerald, I don't think that it matters in which order you get the 3.
Also, are you looking for EV training spots, or just experience in general?
In any case, since you can beat the Elite 4 with ease, why not continue doing so? Since I don't think there's really a more efficient way to get experience, since they are rather high leveled, plus you get cash in the bargain.

Because I did beat them easy but because of my pokemons low lvls it took a lot of moves and It cost me like every leppa berry, max and normal ethers and my only max elixer... Its kinda not going to happen until I lvl up, or get rayquzza..

Check what section you're in he's playing Ruby or Saphirre not diamond.
One of the best places to train is Victory Road or Sky Pillar

Re: Need a place to train..
and you can't battle at the daycare center. what you do is you beat the E-4. you then mix records with someone who has S/R/E and if they have a secret base, go to it. you can then Battle them at their secret base and get XP points. i tried it and it indeed does work. as long as the said person is willing. and if you win.

Train in Victory Road, battle people that you haven't fight before and rebattle trainers who want to fight you.

Re: Need a place to train..
I train near the Pokemon DayCare. There's 2 Pokemon breeders, 2 Runners, and a pair of twins.
