It's been like a year since I got my last VPP, and a new thread... do I need to re-apply? I'm a bit fuzzy on this stuff.
If not, I'd like the numbers for Snover starting at 1,398?

Legends cannot be reserved outside of the current region. Also, to reserve a Legend, you must PM the region's host.

besides it being outside the region it also seems he doesn't even have a VPP, making his post complete spam. If you look at his number of posts he in no way could have enough to have a VPP.
