I have a Starmie that acts as a Rapid Spinner. It has Psychic and Hydro Pump as an attacking move. Psychic OHKO Cloyster, Hydro Pump 2HKO Skarmory and Forretress. Recover for healing. Lum Berry is meaningless IMO, for a Pokemon with Natural Cure to have. I would either suggest Scope Lens for Critical Hits or the standard leftovers.

c-ray over c-power. i think it learns c-ray naturally. attach lefties. evs in speed and SAttack.

i think it's too vulnerable for rest, but it's fine. i like sludge bomb over surf and haze over barrier(you need a hazer). evs in hp, split the rest between attack and def.

Iron defense on barrier is easier to get. it's fine, i do like lefties over b-powder. evs in hp and sdef. it'd be good to raise its speed, but heck, its max speed is 203 ._.
