My advice, keep trying. Eventurally you'll beat him. For Pikachu, when fighting Moltres, make him use only electric moves and an exclusive move user(IQ skill). He should go down in no time with that. To only allow a certain move(s) on friends/partners, go to the menu, then moves, go to the P/F's moves, click on the move you don't want used, select switch(also works for allowing)

I guess you could give Pikachu some Gravelerocks and have it use Thunderwave on Moltres, then let it throw Gravelerocks from a distance while you use Quick Attack or something. Or, you could find TM Attract and teach it to either you or Pikachu, as it'll help out a lot in boss battles.

The other day, I was being tracked down by all the rescue teams. Now im fighting moltres but its a bit too tough! . He ehtheir knocks me down or my parther, plus I usually am low on attacks too use.
Im Cyndaquil level 21 or so and my parther is pikachu level 20 or so.
There's an alternate route to use at your level and movepool. Before you get to Moltres, have Pikachu hold an Oran Berry. Set Pikachu's Tactics to "Get Away" at the start of the battle. Use Smokescreen/Leer repeatedly on Moltres. After a few turns or when Pikachu is able to throw something at you in a straight line, step away from Moltres or tackle it. Pikachu's Tactics should be set back to "Go After Foes". Moltres won't probably be able to hit you. Pikachu might follow and throw the Oran Berry at you, restoring any lost HP.
After that's done, simply have Pikachu's moves only set to moves like Quick Attack or Slam. Cyndaquil should use any physical attacks available. Once you think Moltres has taken on enough damage, set Pikachu's Thundershock/Thunderbolt/whatever back on while all the rest are shut off. Also set Pikachu's IQ to Exclusive-move User. Pikachu is sure to hit Moltres with at least 100 damage, thus fainting it.
Bring Reviver Seeds just in case!

ya i forgot about that when i beat regieice and i axidently used an escape orb because i had a regierock and it did the mysticle power wont let you use it so i had to turn my game off thus making my quick saving deleted and i lost my regierock.
