Competitive Battling Questions

Hello everyone, I'm trying to get into competitive battling and I have some questions I'd like to ask. I apologize in advance if I ask things that can easily be answered, but from my own searches on google I have not been able to find answers.

I. Is pokesav frowned upon by most people (at least around this forum)? The reason I ask this is because I do own an action replay and I am thinking of using it, as most of the time I do not have time to ev train and breed for Ivs and natures.

II. Is there anywhere I can find a tier list? I can't seem to find one, so a link would be helpful.

As for Pokesav I'm not too sure, but from what I've seen before alot of people generally dislike Pokesav pokemon, but if they are fair I.E Normal IV's then I guess it's fine =S?

I haven't been able to find a B & W Tier list though... The one above show Tiers from Generation I - IV

Thank you for the tier list. So is that similar to the Black and White tier list just without the new pokemon and Dream World ones? Or did some pokemon from that generation shift in the tiers?
