Question about the TM/Level-Up Powers stuff, directed at Sarah because I was told to bring it up with her.

Litwick legitimately learns Will-O-Wisp at level 16. Since this is also TM61, does this mean that it can't have the attack until said TM is found...even though it can learn it by leveling up?

Nope! If it's a level up move, it's allowed!

Help!
I'm still not very sure about the rules:
My Treecko is born with a Rock Slide and Swords dance from its father, so does it mean that its moveset is banned?
If I accidentally EV trained my pokemon, does that mean I have to train another one?

If you EV trained your Pokemon on purpose, then yes, you will have to train another. If you just had it battle random Wild Pokemon, then that's fine. You can't battle any Pokemon without receiving any EVs.

I'm not sure about the moveset though.

EV training is purposefully training your Pokemon on certain Pokemon to up it;s stats. However, if you just battle around wherever to train it, that;s fine. :)
