uhh... Gyarados.. because its the only one that totaly change shape when evolved...
Jolteon and Eevee is KINDA lookalike
Taillow and Swellox both are lookalike brids
Vulpix and Ninetales both are foxes

GAH, this is confusing! I'm gonna go with Ninetails because it's the last available pokemon in R/S in your set.




Jolteon-Impossible to get.
Gyarados-Able to get by swimming/fishing and getting Magickarp
Swellow-Available early in the game
Ninetails-In Mount Pyre (Which is the farthest pokemon to get in your set)


It's the most idiotic answer i've came up with so far but I don't see anything else.

Maybe Gary because when he evolves he gains another attribute! If you catch my drift Swellow stays the same type. So does Ninetails. Eevee is a normal type but when it evolves it just becomes electric.



With that said let the scary conclusion begin...

Swellow, because all of the other Pokemon learn special attacks but Swllow only learns Physical attacks.
