Default No attacks?!

In Lucario and The Mystery of Mew, in the beggining, Mew was a Meowth and was standing right beside Ash's Pikachu, almost fainted, and why couldn't it do like heal bell, or even attack one of the weavile?
Mew didn't defend itself at all in that movie. At all!
I was expecting something that could attack, like the Mew in "Pokemon" The First Movie That's a movie I liked.

Mew's always been a little spacey. I think the thought just never occurred to him.

I think it's because of Mew's non-violent nature. You know
how pokemon have different personalities? I'm guessing
the Mew in the first movie probably had a more fighting spirit.

i like the first movie where mewtwo fights mew and then the tears and everything.

Actually, the Mew in the First Movie wanted to defend itself
