D/P Boat Ticket?

Ok, so according to the bottom of this page (http://serebii.net/diamondpearl/items.shtml), there's a Boat Ticket for the SS Anne, and it's unobtainable.

Why is it unobtainable? Is it merely a boat to go back and forth between cities in style, like R/S/E, or is it transportation to another continent, a la G/S/C?

Another continent would be uber sweet, but I'm very doubtful... Can anyone fill me in?
