The one having their hair pulled looks like it could be Ayeka from Tenchi, but I'm not so sure it is... just a guess though...

Clue: The show doesn't involve any magic, but a lot of great fighters... and the guy in the picture is 1 of the 2 main characters of the show... last clue, he sort of has a split personality... only when he's really pissed off is the time he'll change... who and where is he from??? =P
