i don't think there is anything that anybody can do really!!!!! there might be a problem with your leaf green or your colloseum!! or maybe the disc you get jirachi from!! you should pre-order another colloseum and then try it again!!! i don't know really

On PC you need to complete the game. On LG you need to beat the E4 and have, think it was 60, Pokemon and go to Pro.Oak and get the national PokeDex.

In Colo, you must have beaten Evice before trading.
In Leaf Green, You need to Have 60 Pokemon and beat the E4.
