Does it matter WHEN pokemon evolve + quick Breeding questions?

Just curious, does it matter? Will the end stats be better?

Like say if I had an eevee and evolved it to one of the 2nd forms by lvl 2.. will that be better than having the eevee evolve lvl 40?


And a quick question about breeding. Are the following statements true? And am i missing anything?

1. IVs are effected by both parents (random inheritance of 2-3 IVs from either parent)
2. Nature is random (50% chance of Mother's nature if Mother is holding Everstone)
3. TMs are passed down through FATHER only?
4. If a move is able to be learnt by both parents.. then it'll be inherited by the egg? And if so, do the parents have to have the move already?

As for the Eevee, the only difference is the moves it will learn. Nothing else.

to your first question A) no it would not since all the powerful moves are learned later on in life or levels and B) it maybe more harder to train as a full evo than a basic

to answer the four points i will do them the same as you
1) Yes
2)No, if both parents have the item it is more likely to have that nature
3) No, TMs can be passed on by a female but egg moves recquire it to be Male
4)Pt 1 No see above, Pt 2, No, Only the MALE breeding partner has to have that move

Wrong. All Egg moves and TMs that are on the offsprings egg moves list/TM list respectively are inheirited by the male pokemon. It says so in the Nintendo Power Guide Book.
And Ray, all of those statements are true.

the move will only be inherited from the male parent ifff the male parent has a move the child can learn in it's first form. Lol i got a mlae Sdecptile and tried 2 breed Leaf Blade 2 a Treeko and it didn't work cause Treeko doesn't learn leaf blade in his first form.
