Question What level is a safe/accurate level to test for IVs?

Like the title implies, I was wondering what's a safe and accurate level to be when testing my newly hatched pokemon for IVs? I'm using Serebi's calculator (http://www.serebii.net/games/iv-calcdp.shtml). All I know is that the higher level the pokemon is the more accurate this calculator is. But at lvl 18'ish it's giving a +/- 2 accuracy.

um you should go with level 20 or 25
