Why does shoal cave....
Why does shoal cave have water only sometimes in it.

Because in the morning (Before 12:00 PM) it has no water so you can collect the salt, and in the evening (After 12:00 PM) to collect the shells. When you do that, you can then go to the man near the entrance and if you got all four shoal shells and four shoal salts he'll make you a shell bell, a cheaper version of the leftovers that restores life if the pokemon attacks successfully.

Also, high tide enable u to catch Tentacool on water
 low enable enable u to go to an ice chamber and Snourunt can only be found there.
